Our first task is to reopen all sound banks...giving to the Executive Branch of the Government control for immediate action...reopen such banks...to put them on a sound basis. I ask amendment to the Federal Reserve Act...additional currency adequately secured...I shall request of the Congress few other measures which I regard as of immediate urgency.
