Happy Hooligan

Happy Hooligan A tramp, Happy Hooligan, watches an organ player in front of a stage-set house front. An irritated woman appears at the upstairs window & leaves. The tramp warns the organ player of a policeman and they run off screen. The policeman catches the tramp & chastises him beneath the window while the woman reappears & empties a bucket of water on the policeman by mistake.
