As a consequence of a series of analysis of the military establishment which have been made since January 20, actions have been taken to increase both the nuclear & non-nuclear strength of the armed forces. These actions were inescapable in the face of the aggressive atmosphere in the Far East & here at home. Saturday Premier Khrushchev announced that he was increasing the military budget for 1961 by 35% over the previously planned level. Further he stated that he had abandoned the previously announced reductions in Soviet force-levels, reductions which the world had greeted as an encouraging omen. Nothing that has developed in the United States or the Free World calls for increased militarism. On the contrary, the United States has demonstrated at the Geneva Disarmament Talks its desire to lighten, not to add to, the burden of armament & world tension. 08:58:13 In a closed society where officials do not report in detail to the people’s representatives, one can only guess at the accuracy of the announced Soviet figures. However the fact that the Soviet Union proposes to increase its military spending cannot be overlooked. The simplest precaution calls for still another reexamination of our defense posture.
