To achieve that objective I have proposed a five point program. First, the formation of a motion picture Institute w/ all elements of management & labor within the industry; a united industry playing together as a team can be the world’s greatest single force to secure peace & prosperity. This is the first time that this form of industrial democracy has ever been brought to an entire industry. Second, a research program by all of the industry to better films, theaters, methods & techniques. Third, a free interchange of pictures amongst all nations so that we may achieve friendship, understanding & goodwill. Fourth, continued self discipline of the industry for the benefit of all of the American people. Fifth, a wider use of films as an adjunct to education in the schools & colleges for the retraining of war veterans & war workers.
