Smith, & Paul Niven in Rusk’s office after Vienna Summit. Smith: “Can we turn to Latin America...what is our policy towards Cuba...if our policy is non-negotiable what do we do about Castro? Rusk: two main things that must be done, we must make sure Cuba is not exploited as a base for further penetration of elements out side the hemisphere into other countries of this hemisphere. Second members of Organization of American States / OAS do recognize that this is a problem for the hemisphere. Discusses Sino-Soviet bloc attempt to go around western alliances. Talks about things we can do in propaganda, cultural relations, media & broadcasting that are hampered by lack of funds. 22:40:58 Asked about CIA involvement in Cuban fiasco, have you found it / CIA dictates policy anywhere else as it did in Cuba? 22:41:24 Rusk: “I don’t think that I want to comment about a specific agency & a specific episode...” says there was something in it for everybody... 22:41:5?
