In order to meet this emergency, I recommend you give immediate & urgent consideration to a bill authorizing the appropriation of sufficient funds to provide the supplies necessary to permit the people of these countries to continue to eat, to work & to survive the winter. This is not a recovery program; it is designed to help provide the essentials of existence to the people of these three countries. While we are dealing at the moment w/ the drab though vital facts of economic life, they carry w/ them fateful consequences. The automatic success of the program cannot be guaranteed.
