Man out of building, looks aroung; people walk along sidewalk past movie poster for The Day The Earth Caught Fire. Marquee. 14:29:11 Montage: Khrushchev on Time Magazine; boy play on grass w/ toy rocket launcher; CU civil defense horn; kids dancing twist in soda fountain. “VO over re fallout shelters planned. People entering soda fountain ice cream shop. Men on park bench in sun. Government building. 14:29:59 SOF men talking about buildings w/ potential community shelters that would hold everyone. Mayor & City Council members talk about whether or not a possible atomic attack is proper premiss. Man says “it was just good business” to put a shelter in his building. Councilman Groves raises questions: Who pays for shelters, who pays for stocking them, etc. “I can think of no more futile negativistic approach than burrowing into the ground, & at these staggering costs!” “...for the first time in human affairs to kill is to be killed; & to let live is to live.” 14:34:24 Grade school kids into school. Councilmen talk outside of school. “It call came down to ABCs of fallout protection. Men tour school basement looking at boilers, walls & hot water heater. Smiling kids watch them look at an “ideal classroom as shelter”. 14:36:18 Man threads up 16mm projector in classroom & presenting case for school shelters before full membership of Council. Film shows preparing a school for use as shelter. CU faces watching. Young school kids off bus w/ books. Film ends. Councilman Groves: SOF “I have a list of some 370 items vitally needed...” Council votes down immediate fall-out shelter development. Councilman Allen gives Groves a tour of model community shelter in neighboring county that doubles for community functions. 14:39:02 City street seen from inside building w/ Groves arriving in taxi. Sign: Fallout shelter, goes in to buy travel insurance, SOF. Another councilman comes in to take over writing the policy, tears it up as odds too high.
